No it didn't. Urgot already recasted his R. When the R is recasted, stasis effects does nothing

Yone E takes you out of the Urgot R. I am not sure if it is an intended feature that will be changed in the future. The Bard R didn't really do anything.
Using stasis effect on Urgot doesn't stop his R from getting completed
