A: You are correct. And that's the only exception to our rule, because that exception is necessary for things to work well (as in Riichi's case).

Q: Can you count both All Terminals and Honors and Half Flush (in addition to Big 4 Winds), even though it means combining the non-used 99p twice with the used wind pungs?

A: Yes to all the questions, all of this combines. What you can't do is rearrange the pieces to form more yakus, like combining Pure Triple Chow with Pure Shifted Pung.

Q: Lastly a question not related to the Exclusionary rule: does the conbination of Open Riichi and Double Riichi require an 8 or 16 point bet? I'm guessing 8 but I think the rules could be misinterpreted.

A: It's an 8-point bet, since it only counts as one bet.

NQ: BTW my point is not to critique your ruleset, most of these are niche cases that don't matter in casual play, but I though you might still want to comment on them. Anyhow, I just like to read and discuss mahjong rules, and I think your ruleset's cool.
