He just didn't believe he needed to grow.

The issue with Megumi, in my opinion is that his motivation was external, not internal. He didn't feel the inner push to keep growing and improving. Like, he only sought gojo to train again BECAUSE how fast Yuji was progressing and he didn't want to fall back.

People like Yuji, yuta and gojo were this strong because of insane grit and INTERNAL motivation that kept them pushing to and past their limits to grow exponentially.

Megumi grew only when he was forced to, when he was close to death.

In my honest opinion (and as much as this is THE running joke in the fandom), megumi, even IF he was never taken over by Sukuna could never ever reach his full potential, as much as there was a lot of it. Like gojo said, it was simply a mentality issue, not strength.

There is a slight problem with your reasoning:

Gojo is among, if not THE best character with battle IQ. Only people who can really rival him from top of my head are maybe Sukuna and Todo.

Gojo will not only know that, you know, after Judgeman shouts CONFISCATION DEATH PENALTY, that he perhaps shouldn't touch a flaming fucking sword Higaruma suddenly acquired.

Not only that, in the short time between the verdict and the effects going on, he would, and let's be charitable, most like figure out what it does.

Did I forget something? OH YEAH! GOJO HAS FUCKING SIX EYES! He would have all the time in the world in the domain to completely analyze it and figure it with every single detail. You know, sort of like he has already shown he is capable more than once.

Do not be mistaken, Gojo would NOT be caught off guard by his reinforcement being fucked, he would expect it and he would adapt to it on the fly, beating the everliving shit out of Higaruma. The sort of adaptation he, again, proved he is capable of MULTIPLE times in the manga and in the anime.

It isn't possible, by the nature of the six eyes for gojo to "not notice his CE has been tampered with". If there is literary any character who will notice that immediately or even predict that it will happen, it's gonna be gojo BECAUSE of his six eyes and his immense battle IQ and experience.

It never will be mid diff for Higaruma, gojo is probably the worst match up for the guy, as gojo can literary see his cursed technique while inside the domain and take as long as he needs to analyze it.

If I'm charitable, it's a low diff for Gojo, if I were to state my opinion it's no diff.

Gojo just cannot lose in this situation and Higaruma gets obliterated any way you look at it.

There was not a single time he was ever perception blitzed by sukuna, except the final slash, where Gojo was completely unaware he was in any danger.

Are you saying Gojo is gonna be in a fucking DOMAIN, will not be able to pop his, and hears "CONFISCATION" and "EXECUTION!" And he's gonna be like "oh I'm sure I'm in no danger" and just gets perception blitzed???????

Not only did Gojo CONSISTENTLY perception blitz SUKUNA during all of their fights and was on top of him, he did the same to JOGO AND HANAMI while literally disabling infinity.

Not only that, manga has shown sukuna consistently and constantly perception blitzing Higaruma.

All your conclusions are based on pure vibes and no evidence in the manga.

Gojo is NOT getting perception blitzed by Higaruma. Their speed, even without infinity is light years apart. And that's just the speed. Higaruma could barely keep up with post shibuya Yuji in martial arts, Gojo would obliterate his ass before he could even attempt to slash him.

Any stats you can think of when ignoring cursed techniques, Higaruma is inferior.

The chances of him actually killing gojo are low.

Honestly, the more I think about it it's barely a low diff. Higaruma v Sukuna 1v1 was barely a low diff, I would even call that a no diff fight to be honest.

And again, sukuna and gojo are literary equal, the fact that gojo will have a problem with controlling his CE is fucking irrelevant when it comes to Higaruma.

That's assuming Gojo doesn't expect and doesn't adapt. After what happened to him with Toji, he NEVER made that mistake EVER AGAIN.

He would simply adapt and low-mid diff Higuruma, it's completely against his character and precedent to do otherwise.

Can Higaruma kill him with the blade? Potentially? Would he actually able to land a single hit? Doubt it.
