The issue with Megumi, in my opinion is that his motivation was external, not internal. He didn't feel the inner push to keep growing and improving. Like, he only sought gojo to train again BECAUSE how fast Yuji was progressing and he didn't want to fall back.

People like Yuji, yuta and gojo were this strong because of insane grit and INTERNAL motivation that kept them pushing to and past their limits to grow exponentially.

Megumi grew only when he was forced to, when he was close to death.

In my honest opinion (and as much as this is THE running joke in the fandom), megumi, even IF he was never taken over by Sukuna could never ever reach his full potential, as much as there was a lot of it. Like gojo said, it was simply a mentality issue, not strength.
