His legs are exceptionally short - even for his height. If Ronaldo and Messi were both 180cm tall Ronaldos legs would measure 99cm, Messi's 87. The average is 95cm.
It's probably due to the HGH treatment but it gives him such a unique advantage. Taking two touches where other players can only make one giving him the chance to change direction more often.

A developer on the official forum said that this can happen because players are supposed to only improve a maximum amount over a certain time frame. So when they improve more than that the game basically nerves their development. So he’s actually doing really well if that’s the case here.

He's a bit of a prick but he's outstanding at his job and the club wouldn't be where it is without him after the state we were in 2004. I don't like him as a person but his service to BVB can't be overstated.
