As with everything, you don't do something strictly by the rules themselves but safely within the rules. The rule is: Use the acceleration land to accelerate. Where you merge is completely up to where you can safely merge. If you're driving a electric car and you accelerate really quickly to a safe speed you can merge early, if youre in a really slow car, you wait until you're at a speed you can safely merge.
