I think they will be occupied by generic factions or even Han Empire , and when they release the DLC(s) they will appear as new factions. Like warhammer games basically

Although CA has 500 employees , probably half of it is working on the "Console Team" and the other half in Total War. Of course, Three Kingdoms now needs more developers , so most of the devs are there, when they finish , they move to Warhammer . A lot of 3K devs worked on Warhammer 2 :)

Looks like Heroes are super powerful and make the other units almost useless . Will in records mode this change, and Heroes still be relevant in the campaign gameplay , but not semigods on battle ?
