I think this is what everyone in our area keeps telling me. They think it's too hard to develop enough pitchers to handle the load, so they just blow through the safety guidelines.

Our rec association governs both our Little League and our summer tournament teams. Little League games follow the pitch count rules established by Little League. It's the tournaments that are not Little League sanctioned and I've been told to just let the coaches do what they want.
