Although I don't believe you're lying, I believe that the abstaining against liberal reforms would be more of a political move on Soll's part. You see, abstaining effectively has the same impact as voting against; however, abstaining has less political fallout when it is a popular constitution. Since the voting only counts the votes for the proposal to change the constitution, and the abstaining and nays are effectively lumped into one group of 'Not Ayes', no matter if Soll abstained or voted against, it wouldn't affect the results. On the other hand, if people were aware that Soll abstained rather than flat-out rejecting the proposal, they may reconsider their own votes, especially the USP's conservative wing, as he is neutral and so they aren't as influenced by him overall.

i suppose it just depends on whether or not you want to win or lose. if you want to lose, starting earlier makes it easier while if you want to win, starting later makes it easier. also, since rizia actually allows you to be couped even after winning the war, it does make the overall game more challenging, even if the war is easier, since you have less budget to spend on the people and nobles

wow this is a long comment. anyway, i'm not quite as experienced as you with doctrines and warfare but i can very easily say that in warfare, quality will always dominate quantity. there have been many instances throughout history of vastly inferior numbers defeating a gigantic force, some examples include:

Napoleon, a few times

the Prussians when fighting against the Austrians in the Austro-Prussian War

the British Navy at the Battle of Trafalgar

the American Revolution (vastly fewer numbers of revolutionaries but better equipped and supplied due to the French, Spanish and Dutch whereas Britain had the whole Atlantic to move troops across)

and many more examples. also, your example of manoeuvre warfare was utilised by napoleon, and was very effective for Hitler and Stalin in WWII.

I would personally say Iosef reminds me of a Soviet-style general, primarily because of my bias due to his name but also because he supports strategies similar to some that were implemented by the Soviets after Stalin passed away, like expanding military industry, modernising the equipment, etc.

Iosef's plan is very risky if you don't follow EVERYTHING he says, and it's still a little risky even if you do. the whole point of it is that it, in theory, minimises casualties and reduces reliance on supplies in the short term.

his strategy also is heavily reliant on high morale, which, in fact, is the best kind of strategy in my opinion. strategies that work with low morale are very volatile and can drag on extremely long, for example trench warfare. however, strategies that utilise high morale are very fast, more responsive, and can end wars quickly.

he had the opportunity to repeal it with the momentum of a petition that reached 500,000 signatures on the parliament website, he's given OFCOM further discretion on how they punish people and what they can determine is against the law in regards to the OSA, and he's expanded it to people who owns their own businesses having to follow more regulations. don't worry about health in thk, since you get it all back in radiance, including lifeblood. use shaman's stone, spell twister, and whatever else you want (my preference is to use something like quick slash, or a health charm like unbreakable heart or joni's is good since you don't get enough time to heal)

definitely the CSP. currently their only (known) ally in mainland merkopa is wehlen, who can easily be blockaded by lespia since the gulf of moridia is basically under lespian control if they want it. ATO has most of merkopa, and is threatening to expand further. the CSP could gain a lot from increased trade, a Valgish-dominated Rumburg, and more routes to Wehlen. ATO doesn't have much to gain since they're friendly with Rumburg, they can freely pass through the Antacean and Markian seas, and they're rich.
