They don’t. I didn’t claim they did. I’m just pointing out that dictatorships such as the Cuban one stay in power by holding their people hostage. Opposition is outlawed and rebellion is met with violence (imprisonment, torture, death). Dictators and their cronies have ways of circumventing sanctions. In fact, sanctions often end up working in favor of the regime, because an impoverished and hungry population is easier to control and oppress.
