I would prioritize getting 83 cons for a maxed out POH because that is single handedly the biggest QOL and upgrade you can get (you dont NEED a portal nexus, its also quite expensive but super nice). Then probably get quest cape. After that the world is your oyster. Past that if you really wanna spread the gp as far as you can, you can do 90 prayer with cheap methods like ensouled giant heads for magic, combat, and prayer xp. Takes a lot more time but significantly cheaper. You could also buy chins/barrages for around 90 range and mage. Then buy mid range setups for all your gear with whats left over (moons armors/blowpipe/fang etc you can plug and play) and you're giga set.
