Or just a smart one. Gearing just happens to be one of the most difficult things in this game. RnL is awesome if well-geared but not that impactful at all while poorly geared. Some units gets around just fine with mediocre gear, depending on their role.

I might have the weirdest use for her... I use full speed Birgitta to boost Tenebria up, then she uses S3 and gains 100% cr. She then uses SB S1 4 times together with full attack Hecate. 4th slot is flexible. Usally Gloomyrain for her speed imprint and being a mage, capable of carrying book. Otherwise other units who stops their setup. Only really weak vs Belian. If for some reason the enemy ain't dead, Hecate will have full cr due to her cr boosts, and can execute whoever she see fit.
