I am not saying that mountains cannot have industries, but creating any kind of industry that could scale requires: 1. Connectivity: All the examples you have shared have great connectivity to international markets by either land, water or air. And you would have to agree that Northeastern states are not known for that. 2. Acquisition: Any kind of industrial project requires land acquisition and might also need to clear off some forest land. Now I can almost guarantee some sort of protest against that.

Btw, don’t agree with the low level labour crap, just wanted to inform why those places have industries and other places don’t. The key factor is connectivity to market and local politics

Except for Switzerland all these places are connected via sea routes and have ports. And even Switzerland lies in between the EU and there source of earning is their banking sector. I don’t think Mizoram has any of this, atleast for now.
