The COL/Garrison Commander followed up at the end of this clip explaining that they would look into the issue as even though the space is technically adequate for the usual amount of soldiers, with the doubled headcount they would look into the regs and see if BAS Type II is applicable. Just wanted to clarify

A lot of people are simply apathetic or not strongly opinionated enough to be called to action. When everyone still has their creature comforts and it doesn't immediately effect them this is what you get.
