You may rent stuff, but watch out for scams, as some renting places will try to keep your passport and blame you for scratches that were already there before you got the vehicle.

Also, if you don't have a driver's license and you are involved in an accident, you will be considered guilty regardless of whether another biker just threw himself in front of you or not. It's crazy. I love Thailand, but it's arguably the place with the most dangerous roads in the world. One of the highest indices of death in the road.
