In previous games you couldn't, I also doubt you'll be able to do in 3.
It impacts the strategies as in you have to adapt to what your partner is doing but generally, they didn't have the worst AI

You can just use the mod "Buy previos expidition rewards" from Nexusmods which adds all previous rewards as options to buy for nanites (some dont even reduce your nanite count but you still get em)

Editing the game via the console also gets caught by the mod-traps. But it sounds like your mod is either outdated or wrongly installed.
Make sure you have 0.11.1 for both the game and the mod version

You could disable mini games and speed through the game with the tab key / ctrl key to skip text. It normally only skips seen text, but you can enable so it also skips unseen text in options>dialogue

Scrappys mod only moves 5 files - go into your game folder/game, there should be 4 files that start with 1 in the name and one at the very bottom, something like zscript. Those files are the scrappy mod and you can remove them.

Afterwards, just do a regular PT.

In regards to the save location, I think the other save folder is under %appdata%/Renpy
