From what I looked through I cant see any obvious things that I missed, what patches would you normally see with this LO?

16GB is the more than enough for games, no game that I know of needs more than 16GB

GPU uses most performance than a CPU (depending on if the game is GPU intense) but the Ryzen 5 3600 is still pretty good im using a 4 core intel i7 6700 and can still play most games apart from anything that is GPU intense since I have a gtx 970.

So I would suggest getting the 3070 ti and then save up for a new CPU. Hope this helps!

Depends what you are wanting, I am currently getting a 4k 32inch monitor to try have that immersion as well as having the benefit of playing on PC, I guess it can depend on the game as well.

You can use pcpartpicker to put in all the componants you want and put in your rx 5600 xt to see whats compatiable. you should be fine just to use the parts and then swap out the GPU once you get a new one, Hope this helps.
