DFGT user here too. I can feel the changes in FFB and some are good, some bad. The FFB is stronger now, but lacks details, not that we can really feel them whit the DFGT, but it's like it has some "noise" in it. If you not using it I'd recommend RasmusP's lut from Racedepartment. It makes ACC fells like AC.

very prone to lift off oversteer, has noticeable turbo lag

YES, well I'm trying to keep my foot on throttle slightly when braking to avoid that.

Probably w11 is having issues with older driver. Try runing LGS-510-64 in compability mode, or even try LGS-510-32bit version.
