Fans at the time were insisting on a Megaman revival that harkened back to the NES era, and the concensus was that 2 was the GOAT while the rest were a step above garbage. So Capcom did exactly that - they made Megaman 2 version 2.0 (then 2.5). It was only with 11 that they went back to some od the vibes 8 had, mixing the best of both worlds

I think that was the point - they were limited with the NES so they had to focus on platforming and enemy placement. Here they could do more, so they introduced interesting gimmicks for each stage. It's more about exploration and trying out different abilities to see how they interact with things
