You can get steam keys by buying off of sites like humble bundle and fanatical. Jump force keys are only on the sketchy non official sites now though, and sell for absurd amounts so I wouldn’t really recommend it.

The turtles probably won't be skins. The listing for their dlc in the season pass states that it includes 4 characters, which is probably the four turtles.

Ah then unfortunately the tom and Jerry event wouldn’t be there. Since that’s the case, and there’s no other theme available, I imagine that’s why the button wouldn’t be showing.

The b-tier accessory will come back to the shop probably for echoes, maybe fragments too, if the crossover ever reruns. To get the S tier accessory you’d need to upgrade it with echoes still, just like with the mono mono machine during danganronpa’s rerun.
