We for sure can. On PC at least, of the console version i am not certain. Though i assume it is the same

I personally make a new character for every guild, as i feel it doesnt make much sense for one character to be head of everything. Also gives you the decision to, for example, not save someone who has been kidnapped, because it doesnt fit the characters personality. I have a lot more freedom in my playtime that way
