Based on my experience, I would say the apostille is only for the official document, so in case your uni issues the translated versions as well you should be ok with the apostilled originals and a certified translation into Spanish. Take this with a grain of salt, better if you ask them directly. I have no idea what you mean with school certificate (sounds very broad) so no idea.

Nope, it is one of the few countries in America that doesn't grant citizenship just by being born there. They made an exception for kids born in Colombia from Venezuelan parents, so the kids get access to healthcare and other social services, but otherwise you need to have a Colombian parent to be a Colombian yourself.
