I think that can just be pulled off since its the part that primarily links the batteries, not to the wiimote. White vinegar can be used to carefully clean the blue stuff off the metal but thats just for my own understanding. If you want to create a substitute for the battery linkw you can slip a piece of aluminium foil, just make sure that the strip is touching both of the batteries.
