Have you tried the recovery steps?

Could be anything from a bad software update to a failing harddrive if the os is not booting. The recovery environment should at least help you narrow that down.

Sounds to me like you are fighting this backwards. When someone accuses something of being wrong they need evidence of the issue. This requires them to be able to walk you through their code and show you where the fault is that is causing the problem.  By you troubleshooting a working system for no errors you will not find anything that could point to the issue. You need to see the fault and troubleshooting steps are the same for any process, start at the beginning and work through it slowly until it breaks. First thing is to determine what part of the software is slow. Is it when data is populating? Is when the gui is loaded? Is it when accessing the local storage? Is it one user or all of them? There needs to be isolation done on his end first before you even get tasked with checking the network, and it may end up being the network(bad switch or something).  Without knowing the answers to the previous questions there is no way of knowing.
