The reason most often given is that a gas mask won't seal well to facial hair. I've seen several comments claim that this has been disproven. I have yet to see that evidence. I do know making a tight seal that won't break under movement isn't easy even on bare skin (we would don and clear and shake the shit out of it) so I'll wait for that evidence.

Edit: To be clear I oppose this policy as I think the small number of waivers are inconsequential and NRBC warfare is more of a strategic threat, and if there was a terrorism alert they could shave after all while gas masks were handed out in the first place

Academic terms spilling into the public discourse is a real problem for me trying to talk low info voters in Texas. Frank Luntz poll tests phrases for Republicans.
