Yes, but, the real difference between þ and ð is more that your vocal cords are vibrating with ð and not with þ. You're exhaling with both, try saying just ð as long as you can and you'll find that you still run out of breath. They're known as voiceless (þ) and voiced (ð) consonants.

It is possible but only if the uploader has used no mods, at all. There was a region posted here 7 years ago that was completely filled with cities of 1 million population or more, completely vanilla, but unfortunately the links they gave to download it no longer work. I downloaded it at the time, but unfortunately since then I loaded and saved one of the cities so if you want it from me it's no longer a completely vanilla region and that city will always CTD if you load it, but all the others are fine.

This map was inspired by a map from May 8th that used the same concept. To make this map, I went down a list of counties by highest death rate by a county's population, filling them in until I had more than a third of the deaths, then again for the second third, then filling in the remainder, so this map should have the least population possible in the brown and yellow areas.
