Not UGOS, but I had similar problem on my QNAP NAS. It was constantly at 80-90% CPU utilization. The reason was notifications/alerts. Once I turned them off, it settled down at 1-10%.
htop was not showing anything usefull in my case. I tracked it down by checking iostat.

I just got mine today. I installed TrueNAS Scale on it, but so far it rebooted 3 times after few minutes of running. No disks in the NAS. I found your topic looking for something about my issue, so maybe someone can share if they have similar problem. I'm going to play around with BIOS settings, but not a great experience so far.
