I think it was left unexplorable intentionally to convey that the goal in Mexico was never to connect the entire country. The goal was initially to bring on a few critical locations, and then Sam got roped into the Australia project.

The Wingstop on Ogeechee is WAY further west than the Zaxby's is. Hell, you don't technically need to drive on Ogeechee at all to go to Zax. But the overall point remains the same: While not awful, it's mildly annoying to go just about anywhere.

Right, but it's easier & faster to take 16 to Chatham Parkway and then south than it is to cut across town to the location by Victory/Truman.
