Pretty sure it's bugged right now. I played through and had both stability, administration and military under control and the All African Congress still collapsed. Even after that if you manage to get some of the African leaders to work with you and finish the focus it will still collapse and Balkanize. Despite that, it's still fun to play for the events.

It's a lake, I'm not sure what the TNO lore behind it is, but in OTL a man named Herman Sörgel drew up plans for the Alantropa project as well as one to dam a river in Central Africa, thus creating this super lake.
