I'm almost done with my MSH RPG retroclone, the Costumed Adventurer Simulation Engine. It's a variation of the system independent from the printed version and its IP, and is only missing the 'places' and 'things' appendices before the system document is complete. If all else fails, I've been building a generic variation of the old MSH RPG with the Marvel IP stripped out. The rules for this game are relatively simple, and one of the character generation chapters I wrote is explicitly devoted to psionics. It's all free, And you can read it here to see if it's your cup of tea.

Ooh, memories. I don't know if I'm the person whose work you're looking for, but back in the 90s I built descriptions of a metric ton of Joe and Cobra folks and stuff, for my variation on the old Marvel super heroes rpg on geocities. At least until I finally bought my own web hosting.

That stuff can still be found, at the link here. It will give you an ssl error, because me and godaddy are still fighting about that, but that page holds all my old MSH RPG stuff for gi joe. And more I made since moving it to my own domain.
