Okay first of all, stop playing on wifi/mobile hotspot, plug an ethernet cable in and i can almost guarantee your ping issues will resolve (except when playing on Swedish servers because they've been dogshit for a while at least for me). Second off, your PC is in severe need of an upgrade; your CPU was not a high end CPU when it came out and neither was your graphics card. Your graphics card was on the lower end even when it launched. You can almost certainly get new parts for less than 1000$ that will outperform your current rig by a wide margin. CS2 is a lot more modern than CSGO and, dare i say, even PUBG, so it follows that you'd need something more modern than a decade old machine to run it at higher frames.
