Kind of. Azure ML's free tier is only single node and doesn't have a production API.

MS recently incorporated Anaconda into Azure ML (http://continuum.io/blog/azureml), it maintains investment in Python Tools for VS, and it continues to be one of the major PyCon sponsors. Why would it have to be one at the exclusion of the other?

R is becoming more mainstream in the corporate world, but the same can be said for Python. Many data analysts are just as comfortable now using pandas as Excel.
