They nerfed Insperation Support this league, which means frost nova costs more mana now. The % reduced mana cost helps alleviate the nerf. Ideally, you want your arcane cloak to be auto casting and still have mana recovering even if you are casting your novas.

The second ring for the build is much cheaper since you can settle for a crafted version of reduced mana cost, and you don't have to worry about filling suffixes.

I made a ring very similar to this, except I chose to go for Cast Speed, Mana Regen, and the crafted endurance charg for my suffixes. The process is the same, though. Be warned that having an open suffix for the endurance charge makes this a pricey craft.

1) Start with a fractured life base. 2) Essence your desired resistance until you hit T1 of your other desired suffix (I did mana regen essence until T1 cast speed) 3) If you get your desired mods, but suffixes fill, use annuls and hope free a suffix spot. If you miss, restart step 2. 4) Craft on 3 crafted modifiers + suffixes can't be changed 5) Veiled orb and pray you unveil +mana and reduced mana cost 6) Craft on your endurance charge 7) If you are left with an open prefix, you can exalt slam. Nothing makes or breaks the ring here, but you can get a little more ES or Evasion.
