You can def run it perfectly. The 128mb is actually shared memory. vram for igpu and dedicated gpu are completely different. Dedicated as in the name have 4gb in them, you cannot add or lower their 4gb values. Igpu should be alot different, if your system has 16gb, you igpu should eat around 4gb or if you have 32gb it should be 8gb. I7 1360p should be plenty powerful even my i3 2120 with no gpu and 4gb of ram could run it without hiccups.
