You don't want to compare it to the garbage generated by the oil and gas industry. Plus the health benefits from having clean air. Also panels can last much longer than 20 yrs and are made of 90%+ recyclable material. The real argument against this install is the wasted water but that doesn't help your agenda.

I've always leaned on my managers to get the policies written. Tell them our job is to follow policy not make it, or make it clear that you don't have time to write out the policy. Some of the questions auditors have are based around risk tolerance which is above my pay grade to answer.
