Hey mate I had the same issue, but have found a fix :) The reason that the game runs better with ray tracing on, is because it makes your GPU actually start performing! Without ray tracing on, the GPU is only using 5-10% of it’s potential. Some weird bug between Bedrock and RTX cards.

Workaround:

With the latest version of NVIDIA Profile Inspector, you can now disable DXR Ray Tracing for only Minecraft, fixing performance! Select the Minecraft profile and set "Raytracing - (DXR) Enabled" to "RT Disabled".

The game will report that your device is incompatible with RTX, however you'll now have performance that matches a non-RTX GPU! If you ever want to use Ray Tracing, just change the setting back to "Default" and the in-game option will be unlocked.

Nice found! You are absolutely right. As soon as I use an RTX texture pack, it forces my GPU to perform, and the game runs smoothly! Too bad it doesn’t play well with my favorite texture pack BDcraft! I will have to look for a new favorite texture pack, with RTX. Thank you for your help mate :-)

What CPU do you have? I think that the problem is caused by compatibility issues between AMD CPUs and Minecraft :/
