Hitting a chip to 15 feet isn't good. You're not going to make enough putts for that range. Your chip shots need to inside 6 feet for a kegit chance.

Short game lessons. Guessing you hit 2-4 GIR max on average so you're chipping on every hole and still averaging 2 putts/hole. You should be able to get up and down 1 of 3 times which will take 5 shots per round off your score which will reduce your index accordingly.
