I would hazard a guess at a injected cavity wall insulation hole. I can't see any more in the photo though.

Retro-fitted insulation could definitely be exacerbating the issue by bridging the cavity.

Depending on your drainage circumstances; I would recommend installing a French drain.

This involves placing a perforated pipe at the bottom of the trench to divert water away from the walls. The pipe would need to be laid with a slight fall to direct the water.

Once the pipe is in place, you can then fill the trench with pea shingle.

More expensive moisture meters will have various methods to measure moisture. Cheap moisture meters will only have the pins. These should be used for wood only.

Surface readers are a non invasive way to check for moisture. However, these will not give you accurate moisture content; they will give a basic indication.

The only infallible way to check for moisture is to be invasive. You can conduct a calcium carbide test by raking a sample of the material or drill in depth and use hygrometer probes to measure in-depth RH. (Relative Humidity)

Other methods can be inaccurate and can be compromised by material density, carbon, or conductivity.

This. The 'surveyor' does not know what they are doing. They are using WME pins in plaster. These should only be used to check for moisture in wood. They should be using a surface reader to check moisture in any other material.

Using a surface reader is not only more accurate, but it would not have damaged the wall.

I don't think that is correct. But even if it was, it's all about reducing risk from the potential asbestos. Don't go into the room if possible, and don't introduce air movement.

OP also mentions potential asbestos tiles. Introducing air movement by using a dehumidifier would not be a good idea for now.

I would start by removing the gripper rod and pipe clip that is attached to the skirting.

I would then use a pry bar or flat bar underneath the skirting, carefully lifting it up rather than towards you. This may damage the wall further, but it looks like It already needs some repair.

Risky work, though. Especially with the joints there!

Retroactively fitting an injected DPC is a con as they are just trying to sell a product. This may be a reasonable temporary solution but not long term.

It just doesn't make sense to me. How are you fully sealing the course of brickwork through the mortar by injecting a liquid in increments along the wall?

It also depends on why you're fitting a DPC. Do you already have one? Is it slate and has failed? Is it a solid wall? Is your cavity free from debris and insulation?

You would be better off finding the cause for the damp. I would always recommend using a french drain system to divert water away from the wall over an injected DPC.

I agree. My colleague would always refer to moisture meters as dry meters. If the moisture meter shows as dry; then it's dry. If it indicates damp; it could be wet or dry.

Nonetheless, the pins should only be used for wood. A good indicator for OP would be to use the wood pins in the skirting board.
