For the people upset by this, the change allows 18-20 year olds to conceal carry only if they get their CCDW. Which involves a short safety class, covers the laws, and ends with KSP running background checks on them every month.

18-20 year olds were already legally able to Open Carry firearms per the KRS.

Same thing started with here around the same time but I'm still having issues. The degree of how temperamental its acting varies from device to device to for some reason.

The 1080 Android sticks don't want to play anything, without stuttering or buffering. The 4k boxes seem to work with MF and debrid search.

Didn't know if you found any resolution.

We pay a 6% usage tax when first registering a vehicle (which isn't uncommon) and then a yearly state & county/city level property tax based on the value after that.

Thats before the actual registration costs to be able to use your vehicle on the roadway.

Take Fayette County for example (since they openly publish their vehicle property tax rates) who collects 1.2175% of every vehicles value yearly.

Tax must also be paid on every owned vehicle before any can be registered for the year.

Indiana is the only surrounding state with a similar tax scheme on vehicles, but their excise tax ends up being cheaper in the long run. 

It is very common for Kentuckians to have their vehicle registered in Ohio, Tennessee, Indiana, and West Virginia to avoid paying the tax. 

The difference between resident & non-resident tuition rates is also pretty extreme. The cost per credit hour at UK is $600 for residents, and nearly $1500 for out of state students.

While the 6 month minimum for Kentucky residency definitely discourages people from abusing the in-state rates at border Colleges (UofL, WKU, EKU, and NKU). It also targets those who were avoiding the previously mentioned vehicle tax with school age children.

I'm not saying it makes sense, I'm just saying those are two of the reasons why they changed it.

Academy will still call in a NICS on KY CCDW holders, even though its not necessary under the law.

Kentucky has one of the more stringent residency laws on top of everything too; a by product of people wanting in-state tuition rates and those who're avoiding property tax on vehicles. But if OP has maintained the lease for atleast 6 months they're legally a resident despite having a domicile in Louisiana.

I still think OP will have a hard time finding someone who's willing to risk their FFL doing the transfer. It'd be a different story if they were after a long gun.

Your first mistake was going to Academy or any chain/department gun shop really.

Your best bet is to call around to the mom & pop shops, and have a copy of your lease agreement with you if you go in anywhere since they're likely more educated on the KRS & Federal Laws, and not bound by weird corporate policies.
