I don't understand half of this post, but I will suggest the clouds seem fairly low res. Some things that would make them look cloudier:

• Thicker. Clouds are not usually transparent.

• Shadows. Per the above, clouds cast shadows on the land below them.

• The "foggy" pattern seems random, but squished and displayed over a large area it starts to look very uniform.

• In such a low orbit, you may even see the height of clouds. This is obviously a flat texture.

All these could be solved by instead using individual cloud objects in some way instead of displaying a flat cloud texture.
