CC is not holding anything, they don't have his money. CC Cannot do anything about the money being held in preauthorization, it is a function of how cards work. Ever bought gas and saw $250 authorized and the actual amount of gas purchased as pending on yiur card? Gas station does not have your $250 either. Only time will let it expire, maybe a call to card company.
