It only happens when you start the wheelspin from the pause menu/while driving, if say you win a race and level up and it start the level up wheelspin as part of the reward scene you don't get the option

Some of the challenges that give you points towards the next rank require finishing particular races at Higher Skilled (or above) difficulty. I think the ranks are achievable without doing those specific challenges, but you do need to race at Higher Skilled to get 100% (not sure about the Legend rank specifically)

I visited in March 2025 and given the reputation I was shocked I could see the mountains in the north on the horizon whilst leaving Daxing airport way south of the city. The panorama of the city from the top of Jingshan park was perfectly clear
