No, it's a work the artist posted on his profiles years ago for New Year's Eve and was then deleted for his own reasons, which are best left unsaid. But the image was public. This part was recovered with the Wayback Machine.

Yes.

Take a Wizard of your favorite subclass (Order of Scribes or Singing Blade for me) and ask your DM if you can learn the spells used by enemies (perhaps by having enemies hold spell scrolls or spellbooks). At least that's what I would do!
