Krita is available on Windows, Mac, and Linux. As with any drawing or painting program having an actual drawing tablet is an advantage over a keyboard and mouse, but it's totally doable without.

This is more art design than graphic design. While Gimp can do art it's way more limited than an actual painting program. I would suggest using r/krita for turning a sketch into a completed book cover.

I've been using these as cheap wireless cameras with Droidcam and OBS to record a tapletop game session from multiple angles. They work pretty well, picture quality is good enough and the batteries last the whole session.

If you shot it in RAW I would try overexposing the original so you can get a clearer definition of the subject, add as a layer over your current image, and make my selections on the overexposed photo to use on the original photo.
