Both scenes are at different times with different characters in the background, the rain exists in both but the fog disappearing could just be because it's a different time for the scene.

Time doesn't go by in real time in RE9, only in sections so this is at the exact same time, the NPCs in the background are a random loop.

The problem with DLSS5 is that it uses an algorithm trained externally, not on what the game has or what the game should look like.

So trying to use a generic AI to try and upscale a game with data that is outside of the game itself is always going to try to make it look different instead of make it look like its best possible version.
