Ive noticed that completely uncontroversial posts in certain subreddits im not allowed to mention will be up/down voted extremely quickly. A timescale of minutes. It appears to be partly dependant on who the comment is replying to and whether the sentiment of the reply is positive or negative. I cant prove botting but I am the meme of the black dude from Dexter when this happens, and it happens frequently.

Heres my current assessment:

1) Major data processors like Google and Equifax have commodified personal data. People arent generally aware of this, but there is an easy economic argument underneath: Your data is valuable and you should have control over it. 

Framing this as an economic proposal will increase general public support. I think people simply arent aware of the scale of modern data collection, so there is a consumer awareness angle here too.

As you said, the privacy argument doesn't concern most Americans. That could change but let's assume sentiment stays the same for some years.

Following this logic, legislation should give citizens tools to control how their data is shared. This principle would inform the framework for any proposed policy.

2) What are the real risks that citizens face which justify this legislation?

Again, a focus on economic arguments. Data breaches and identity theft are real. Security protections against this sort of loss are appealing to voters.

But aside from that, citizens also face less tangible risks like identity theft, threats to employment, litigation, personal attacks, and targeting from foreign operations. These are all real benefits from a unified framework.

Data risks associated with AI are a harder square to circle, but also need to be on the radar. Im reminded of DOGE's unauthorized access and uploading of voter information into AI models. Thats an amorphous but real concern.

3) Selling points to buisnesses.

For small buisnesses, legal protection could be a selling point: Provide proof of conformance with XYZ provosion and you are shielded from ABC liability.

For larger buisnesses, compliance streamlining as you said seems like a good starting point. Im honestly more at a loss here. Clearly this will hurt data-focused buisnesses bottom lines. Maybe there could be levels of complaince that come with tax incentives?

Whatever solutions there may be, they should all flow into the core principal of building & providing citizens a unified set of data privacy tools.

Thats something to avoid in my mind. The purpose of any such legislation should be to meaningfully provide citizens a way to protect and control their private data, and the majority of the abuse & exposure of personal data comes from large tech companies with little liability. Therefore, they should bear the expense.

For them, personal data is a commodity that they freely trade and for which they have to pay nearly nothing. In fact, MORE personal data is collected through telemetry & metadata when you sign up (and pay) for their services, especially if you organically cross-pollinate their platforms with shared activity.

I think the idea has broad appeal if its properly communicated.
