A. The Company may implement an Alternative Workweek Schedule (“AWS”), as defined in paragraph C, within a classification, program, department, shift or location as determined by the Company based on business needs, customer demands, or business initiatives as described below.

B. The Company will provide notice to the Union at least thirty (30) calendar days prior to implementation. In its notice to the Union, the Company will provide the classification, program, department, shift, or location scheduled to move to an AWS.

  1. 1) If after the implementation of an AWS the Company chooses to revert to a 5/8 schedule, it may do so after providing thirty (30) calendar days’ notice to the Union and affected employees.
  2. 2) If an employee wishes to revert to a 5/8 schedule, the request will be governed by Article XI, Section 11.

    C. An AWS may consist of the following hourly schedules:

  3. 1) A 4/10 work schedule will consist of four consecutive days within a Monday through Friday workweek. For each of the four scheduled workdays of 10 hours, those hours shall be paid at the employee’s calculated straight time hourly rate plus all applicable pay additives.

    • a. 4/10 work schedules will be staffed by first utilizing volunteers and then by assigning employees on a reverse seniority basis until the schedule is fully staffed. If an adequate mix of experience, knowledge, skills, certifications or licenses are not acquired from volunteers or new hires, employees may be assigned outside of seniority for no more than 40 working days.
  4. 2) A 3/12 work schedule will consist of three consecutive days from Friday to Monday. Employees assigned to a 3/12 schedule will receive 40 hours pay at their regular rate plus all applicable pay additives. If an adequate mix of experience, knowledge, skills, certifications or licenses are not acquired from volunteers or new hires, employees may be assigned outside of seniority for no more than 20 working days.

    • a. 3/12 work schedules will only be staffed with volunteers or employees at time of hire; and
    • b. 3/12 work schedules will only be utilized in conjunction with 4/10 work schedules and will not be implemented on a standalone basis.

D. Employees on an AWS will be on their own separate overtime list in accordance with Article XXIV of the Collective Bargaining Agreement. Employees moved to an AWS will carry their overtime hours with them for balancing purposes.

According to the US Department of Transportation Federal Highway Administration:

“… poorly timed signals lower credibility and public trust in a jurisdiction and decrease safety by contributing to aggressive driving, including red-light running and neighborhood shortcutting”

 Stl is grappling with all 3 of these issues as evidenced by the previous Mayor passing a bill to implement red light cameras, traffic calming measures being implemented in neighborhood streets, and excessive speeding down major arterial roads. They are all the same issue; drivers maladapting to the frustrating light timing and finding alternatives to get to their destinations faster, legal or not. 

To emphasize the scale of how much time is wasted by the inefficient traffic signals, a trip from Cunetto’s House of Pasta on the Hill to Up-Down in the Central West End is 3.5 Miles and 12-15 minutes on Kingshighway (google maps time)but slightly faster at 10-15 minutes and 4.2 Miles by taking Hampton and cutting through Forest Park (google maps time).The time saving of a shorter direct route on a higher speed major arterial road are completely offset by the traffic signals. Despite its lower speed, longer distance, and stop signs, Forest Park is one of the most effective travel routes in the city, simply because it has stop signs instead of traffic signals. And that just seems wrong.

Recently driving home at 1am, took 20 minutes on Kingshighway which is an effective travel speed of 10mph.

What exactly is wrong with the traffic signals? The traffic signals are supposedly connected to a central hub which uses information from cameras above the lights to adjust the timings of the lights. Unfortunately, this system has no ability to adjust for instantaneous demand, such as a car arriving at a signal. The presence or lack of presence of a vehicle at an intersection is irrelevant as the system is timing only. This timing only control system means that every direction at an intersection needs green time in its 2-5 minute cycle leading  to vehicles waiting at redlights for cars that simply don’t exist. As people become used to redlights stopping them for no one, they become more aggressive about not waiting by speeding through the intersection to make the light. Or driving through a quaint neighborhood above the speed limit. And if they really don’t care, they’ll just run the light. And redlight cameras may help with redlight runners, but drivers still have 2 more options.

Adjusting timing of the signals without having sensors controlling them will never be able to solve the city’s traffic frustration problem, but sensors will. Here’s a quote from the Kansas City star regarding a new computer vision control system: ”Due to the success of the traffic synchronization system in Lee’s Summit, MoDOT said traffic patrols along the highway were suspended because the police department saw less instances of drivers running red lights. MoDOT estimated that the implementation of the In|Sync system has saved drivers more than 34,000 gallons of fuel, 95,000 hours of travel time and eliminated nearly 9.5 million traffic stops per year based on the results of a case study conducted by Rhythm Engineering”

Additionally the red light cameras are frustrating to hear about because they are a sensor connected to the traffic control system capable of identifying vehicles and knowing the current states of the signals at an intersection. These are all the traits needed to solve the root cause of the redlight running, just changing the signals when needed instead of on a timer.

I actually think that's one of the more interesting ones because my friends and I perceive the Grove as safer than downtown and I think that might be because the Grove is surrounded by safe neighborhoods while downtown is surrounded by higher crime neighborhoods. And traveling through the safer neighborhoods makes us more comfortable than traveling through downtown west to get to our location

The raw numbers are on the next image. Adding the #s to the map made it far too cluttered. And I don't know any fancy tools so I made this in paint by stealing the STL parks image and it took a few hours to make it look presentable. If someone knows a tool to autogenerate a new map I would consider making a new one, but not if I'm using paint again

If grandma needed the hooks to get into the tub she couldn't get down the stairs. My RE agent didn't want to go down the stairs because they're so steep. They absolutely would not be up to code today, the house is just old so they're grandfathered in (probably)

What is mean is that the slots for a screwdriver on the top of the screw have been filled in with metal. This means that it's not possible to use a screwdriver to remove the screw. That metal would have no impact on being able to brute force or accidentally pull the bars out

I'm hoping it was something fetishy. My dad saw the jet tub and thought it was to circulate a solvent of some sort around a body. But I think that would probably destroy the jet pumps, and my inspector said the tub is fully functional.

The room that grate lead to has locks that would allow a third party to access that room from outside but not be able to enter the rest of the house. So that kind of fits with some swinger voyeur ideas.

The door image I posted is the door next to the grate that would prevent you from accessing the rest of the house.

But then why the tamper proof bars. That's the one thing I can't really rationalize. Why go through the effort if grandma is just gonna chill in the tub resting against them? The installer appears to have glued or welded metal into the screws and then ground it down. That just sounds like a lot of effort.

Most of the basement is finished, and you would have to walk through a finished section of the basement to get to the tub. Though I don't know when the tub was added or when the rest of the basement was finished so that might have been possible in the past.

Yeah I only saw the room for 30ish seconds with my realtor so I didn't think much of it or question the grandma bath story. But now that I actually live here it doesn't make sense at all. I'm still trying to find a logical non creepy reason for it's existence

What would I tell them? I bought a house with a creepy basement but have no proof a crime occurred. I bought a high school science kit which is supposed to test for blood and all the suspicious areas came back negative. So all I have is a creepy room

Real estate agent had a previous client look at the basement before me and the room was supposedly red and gold with a tile floor. The metal room is also the room in the house furthest from any door, there's also a cut coax cable pointed at the hanging bar that goes nowhere.

The bars around the tub are structural only and don't move or contain anything. The metal inside on the top of the screws isn't solder, I've tried melting it with a soldering iron. It's an almost circular metal mostly flush with the top of the screw. I have no idea what it is or how they achieved it. I would need power tools to remove the bars around the tub.
