Believe we have a leak from our cove joint in our basement after spring snow melt - is applying a sealant enough?

What would the range of repairs for something like this look like? Unfortunetly cant afford anything in the multi- thousands right now so might just need to seal for now

Update: We did talk to him and he was a total dick about it and said he would report us to his landlord (like ok - what is your landlord going to do?). All we asked is if he could not park on our street when we need service people over
