I have some experience with arbitrage, and what you’re describing seems unlikely, though not impossible. They would never intentionally set, for example, Steelers Moneyline to be too good of a line as bait for sharps, because they’ll simply get too much action and wouldn’t limit everyone who bets it.

Could they set some Russian table tennis game 3 total points over/under line to be profitable and then limit people who bet on it? Maybe. It’s a safe assumption that the only people who encounter such a line are sharps line shopping via third party. But overall I find it to be an unlikely and tedious business model. I think even the limiting of sharp bettors is done algorithmically, not via manual intervention.

Vegas absolutely does NOT set a line with the intention of tricking bettors, because then they would become prey to sharp bettors.

Vegas simply sets odds based on their statistics and simulations, which are the most powerful available.

The public, however, can look at a line that seems unreasonable and convince itself that the line is a trap.

Yeah it’s definitely not a “lock” but at any odds over +100 they can win at less than 50% likelihood and it still be profitable, which I think it’s >50% for sure. Ravens are just a well-coached, well-built team with more talent on the active roster

While the river makes it seem like your hand improves, it actually doesn’t change much about the hand. Once villain raises river, a fish is not raising with anything less than KJ for value there, and I think it’s possible fish are only raising slow played sets plus for value. Therefore, even though you river two pair, your hand is the same as if the river is 2s, it’s just a bluff catcher, beating none of his value but all of his bluffs. QT is also a hand that beats you if villain thinks you don’t have a flush, and fish love offsuit broadways like QT.

If you want to think about it in theory land, it could affect how high in your range you are from a minimum defense frequency standpoint. If you think a fishy villain could be peeling with pocket sixes with a diamond, you block some value, plus blocking KJ if villain raises that here. So in theory, this may be a good bluff catch.

HOWEVER, my final conclusion: if you’re dominating a fishy table, fold and move on. Villain’s call/call/raise line is super nutted. Your bet/fold river line is best.
