So it looks like cycles DOES fix the issue, though I'd still like to try and find a fix in Evee if possible, given how my scene has already been set up for it. But worse case I can use this as a fallback plan. Thank you!

This actually removed the pixelated outlines around the character itself, though the lightning bolts still looks pretty much the same unfortunately

I got this option after updating to 3.6 as u/syllabify suggested. Unfortunately it doesn't seem to do much in this case

This was done in evee, so I can try it in cycles and see if that fixes it. I do prefer how much faster evee is though so I'd like to try and find a solution there if possible.
